About the Friends of SPUC Committee

We are your neighbors. Some of us are past SPU commissioners. Some are current SPU commissioners. Some are SPU employees. Some are just people who care deeply about preserving the independent utilities commission in order to maintain fair rates, great service, award-winning water quality, and local jobs.

Deb Amundson

SPU Commissioner. Administrator, Monroe Moxness Berg PA., Bloomington.

Deb has served the community of Shakopee as a City Councilor and member of both the Planning Commission and Economic Development Authority. She most recently served on the Scott County CDA Board of Commissioners.

Steve Clay

Lifelong Shakopee resident. Graduate of Shakopee High School and Concordia College, Moorhead. Raised three sons with his wife Jane. Recently retired.

Steve has served the City of Shakopee numerous times, including as a member of the Downtown Redevelopment Committee and as a member of the City Council in the late 1980s and early 1990s. In the last fifteen years, he served on the Planning Commission and then a second time on the City Council for eight years. For most of his second term on the Council, he served as liaison to the SPU Commission.

Joseph Helkamp

Former SPU Commissioner, 2010-17. Shakopee City Councilor, 2002-05. Shakopee resident for 21 years.

Joe received a B.S. in Marine Engineering from the U.S. Merchant Marine Academy and was an American Maritime Officer. He is now President of JLH Enterprises. His extensive community involvement includes: Chairman of the Shakopee Police Master Planning Taskforce, Chairman Shakopee Chamber of Commerce Public Policy Committee, Shakopee Economic Development Advisory Committee, and many more positions.

Terry Joos

Barry Kirchmeier

Former SPU Commissioner (1982-1994). Shakopee resident since 1972.

Barry taught for the Shakopee School district 35 years. He has also served the community as a member and past president of the Shakopee Jaycees, president and chief negotiator of the Shakopee Education Association, a member of the founding City committee for cable television an as a member of the St. Francis Mental Health Committee.

Matt Lehman

Shakopee City Councilor, former Shakopee City Council Liaison to the SPU Commission. Life-long Shakopee resident. Owner/Technician at Arc Automotive Repair Center, Shakopee.

Matt has been a Shakopee City Councilor since 2002. He is the liaison for the Vice Mayor and the Highway 169 Corridor Board and Railroad Board. Matt was awarded a Diploma of Recognition, Automotive Mechanics Technician from Hennepin Technical College.

Bob Loonan

Former legislator. Former School Board member. Shakopee resident for more than 30 years.

A long-time Shakopee business owner, Bob has served the Shakopee community in various roles for several decades. This includes two terms on the School Board and two terms representing the Shakopee area as State Representative in the Minnesota House.

Mike Luce

Former City Councilor. Lifelong Shakopee resident.

Mike served Shakopee as a City Councilor for five years. He recently founded a major fundraiser to deliver 130 turkeys to the Shakopee Community Action Partnership (CAP) for Thanksgiving. During the initial four months of the COVID-related shutdown, he also delivered 300 boxes of cereal to CAP weekly. He also helped establish a fully funded, inclusive playground in just nine months from City Council presentation to play-ready environment. 

Mathew Meyer

SPU Commissioner since April 2018. Shakopee resident since 2003. Attorney, Meyer Law Office.

Mathew received his B.A. degree in Political Science/Economics from the University of Minnesota and his Law Degree from Cornell Law School with a concentration in Business Law and Regulation. His law practice is focused on business law, commercial litigation, and Appellate practice. A Marine Veteran, Mathew volunteers as a mediator with the Department of Defense ESGR Program, where he is the Minnesota Ombudsman Director.

Sharon Meyer

Shakopee resident since 2003. Creative Director, curious works creative; Co-Founder/VP of Marketing, BēFor.org.

Sharon has a B.A. degree in Journalism from the University of Minnesota. She has more than 20 years of experience in marketing communications, including strategic development, content development, graphic design and web development.

SPU Commissioner 2016-2018. Shakopee resident since 2004. Managing Principal Engineer, Seagate Technology.

Aaron has more than 20 years of experience in engineering and business leadership. He holds a B.S. in Electrical and Electronics Engineering from St. Cloud State University.
